Compassionate appointment |

D+ 45 days in all cases except accident cases D+30 days in accident cases (‘D’ presently stands for receipt of compassionate appointment application from the dependent. We must aim to reach ‘D’ in terms of date of death, within the next 6 months). CWI attend the family as soon as the death occurres in his section within 7 days and make an enquiry on the legal heirs of deceased and fill up the forms for settlement as well as compassionate appointment and submit the same within 20 days from the date of death completing in all respect to the Settlement section and Recruitment section. Recruitment section will process the case for screening within 7 days and the screening will be completed by the end of the month by the screening committee. Simultaneously Settlement case will be processed by the Settlement section for releasing minimum 01 settlement payment by the end of the month. |

CA-iii references |

D*+ 10 days (*Date of receipt of reference in the HQ/Division) (While Board’s target for CA-iii references is 5 days from date of receipt from Railway Board; we must at least aim to finalize this within the shortest possible time. For this, transfer matrix has to be updated and regularly monitored because of all the CA-iii references, transfer cases constitutes nearly 85% of the receipts. |

100% compliance within the target date. (In case appeal is being filed, the same should necessarily be done at least 30 days prior to the target date for implementation of court’s order. In respect of cases lost by Railway Administration, each case has to be analyzed in detail bringing out clearly, reasons for losing the particular cases and also fixing responsibility, wherever required. Report of each lost case has to be necessarily intimated to the HQ. |

D* + 60 days (Every effort should be made to finalize the redeployment of surplus staff, even earlier than the target date. It must be ensured that there is discussion on redeployment of surplus staff with recognized unions, so that after issue of redeployment orders, the same is not stalled. |

D* + 60 days (This is an area of concern and our performance during the year 2008-09 has not been very good. Here we must try to finalize current cases within the target date indicated above. There has to be an action plan to liquidate arrears pending as on 31.03.2009, within a definite target and not later than 31st July’2009. Fresh cases received on and from 1st April’2009 should be liquidated within 60 days). |

Certification of Service Records |

Target date November 2009 for those who are retiring upto 31.12.2010 Target date February 2010 for those who are retiring upto 31.12.2011. (There are instances, where, in respect of staff retiring within a particular time period even service records have not been transferred from the previous Railway/Units thereby affecting grant of settlement dues. In respect of each service record, the target date given above should be strictly adhered to. The certification from the dealing assistant, who maintains the service records, duly countersigned by the Ch.OS/OS(In-charge of the Section) and authenticated by the APO/DPO in-charge of that cadre, should be maintained properly in a file, in respect of each service record updated as per above target and the certification must clearly bring out that all the records have been checked and found to be in order and hence there would be no hitch in payment of settlement dues. Cases of adhoc promotions not regularized also need to be regularized with the approval of the competent authority). |

4 per month by each Officer (In respect of inspections, the target includes night/footplate inspections. It may be mentioned that this target in respect of many officers was not fulfilled during the year 2008-09. The target should be maintained on monthly basis for fulfillment and shortfall for some reason, in the previous month should be made good in the next month ensuring that 4 inspections per month is done by each and every officer of Personnel Department. Inspections should cover field units/Stations, Engineering offices, Diesel/Electric Loco Sheds, /Schools/Colleges, Colonies, Institutes & Club etc. |

D+60 in respect of Non Selection posts D+90 in respect of Selection posts from feeder grade D+120(in respect of open selection). (During the year 2008-09, it is seen that despite clear directions to fill up promotional posts, it is seen that resultant/chain vacancies have been held back to be filled up later. Simultaneous exercise must be undertaken to hold selection/non-selection and to finalize the same within the target date in respect of all promotional posts which are not banned by Board’s order dated 24 Sept.’2008 (in respect of merged grades). It is essential that this should be closely monitored and exception statement is generated in time and copies given to ADRN/DRM to pursue the matter with concerned officers of the Selection Board.) |

D+60 days (The above target will apply to cases other than non-vacation of Railway quarters and where documents complete in all respect have been submitted. In respect of non-vacation of Railway quarters beyond the permissible limit, kindly ensure that the eviction proceedings are initiated in time by the Estate Officer. Here also like compassionate appointment cases, we should target ‘D’ to mean date of death and not date of receipt of completed settlement forms). |
